Just beeline the techs required to build and use nukes. Nukes come way too late into the game for them to actually matter imo. Jokes on you, SAM won't always instakill a nuke=won't always defend against a nuke in its range. So it's an RNG fest. Don't know if forming SAM armies is possible or if SAM Army defence strength increases OR even if it increases - if it is high enough to 100% instakill a nuke.
